Edit: I'm starting to think this theory might be correct. My theory: the locking is provided by the user, by pulling on the blade and holding it open, which likely takes a lot of skill to maintain in actual combat situations (or rather, it's only used for quick assassinations - extend blade, stab, retract blade all in the space of about 2-3 seconds). However, you will notice there's no locking mechanism. The tension in the Torsion spring provides the restoration force needs to retract the scissor mechanism, and retract the blade. To retract the blade, simply release the string. Pushing that joint outward causes the scissor mechanism to extend, which extends the blade. The rotation applies tension to the Torsion spring, while also pushes on the first crossing joint of the scissor mechanism. You pull on the string, which pulls the Rack (linear motion), which rotates the Pinion (rotation). The second is a cleaned up version of it (very rough, only wanted to highlight the labeled parts). The schematic looks super simple and doesn't have a whole lot of parts, so I wanted to post an explanation of how it works, after a fairly thorough analysis (some things may be incorrect, since I haven't had an opportunity to prototype it).
